CLOSING THE HEALTH INSURANCE GAP

POLICY FACT SHEET

 

 

·         Approximately 21% or 30,000 uninsured parents are or will be eligible for publicly funded health insurance programs.

Ø      There are 12,000 uninsured citizen and legal immigrant parents eligible for Medi-Cal.

 

Ø      There are 18,000 uninsured parents of children up to 250% that will be eligible for the Healthy Families Program once the state 1115 waiver is approved by the Office of Medicaid and Medicare Services.

 

Ø      Policy Recommendation: Alameda County should focus its outreach, eligibility and enrollment efforts to maximize enrollment onto Medi-Cal and Healthy Families.

 

Ø      Policy Recommendation: Advocate at the state level for the elimination of the assets test.

 

Ø      Policy Recommendation: Advocate at the federal level for the quick approval of California's 1115 waiver to cover parents under the Healthy Families Program.

 

·         Approximately 9.2% or 13,000 uninsured parents who are not eligible for publicly funded health insurance programs, are eligible for Family Care, a county-specific health coverage program through the Alameda Alliance for Health.

Ø      Of these 13,000 uninsured parents, 6,000 are uninsured citizen and legal immigrant parents earning between 250% and 300% of the federal poverty level

 

Ø      Of these 13, 000 uninsured parents, an estimated 7,000 are undocumented parents earning below 300% of the Federal poverty level.

 

Ø      Policy Recommendation: Allocate additional resources into Family Care in order to meet the increased demand to cover 13,000 additional low-income parents.

 

Ø      Policy Recommendation: Include Family Care in the county-wide effort to maximize enrollment into existing health coverage programs.

 

·         There are 45.7% or 64,000 uninsured adults, without dependent minor children and with family incomes below 300% of the federal poverty level who currently have no public coverage options.

Ø      Of these 64,000 uninsured adults, approximately 9,000 are undocumented immigrants.

 

Ø      Policy Recommendation: The County should a) build on current county-specific health coverage efforts to cover low-income adults without dependent children and b) explore and evaluate successful efforts by other cities, counties and states to cover low-income adults without dependent children.

 

Ø      Policy Recommendation: Advocate for incremental expansion of 1115 waiver to cover citizen/legal resident adults without dependent children up to 300% FPL, which would cover a total of 55,000 adults.

 

·         There are 22% or 31,000 uninsured adults with family incomes above 300% of the federal poverty level that currently have no public coverage options. 

Ø      Policy Recommendation: Develop public-private partnerships with the self-employed and small employers to encourage employers to provide comprehensive coverage with affordable employee contributions.
